JAKARTA — Lecturer in the Master of Public Health and Bachelor of Public Health Programs (PS MIKM/PS SKM), Faculty of Medicine, Udayana University, as well as Head of the Health Services Management (MPK) Specialization, Dr. dr. Ni Made Sri Nopiyani, MPH, participated as a speaker at the Leimena Conference 2026: Indonesia Primary Health Care Scientific Meeting, organized by the Ministry of Health of the Republic of Indonesia in Jakarta on July 27–29, 2026.
FK Unud's Contribution to Strengthening Primary Care Integration
In a session themed “Adoption of Primary Care Integration (ILP) Implementation in Regions Supported by Health Systems Insight”, Dr. dr. Ni Made Sri Nopiyani, MPH, alongside the Badung District Health Office, shared best practices from collaborative studies and technical assistance conducted by FK Unud and Health Systems Insight (HSI) over the past three years.
During her presentation, dr. Nopi highlighted the critical importance of building synergy between higher education institutions, central government, local government, and health support organizations in accelerating the implementation of Primary Care Integration (ILP).
The collaboration between FK Unud, HSI, the Ministry of Health, and other key stakeholders yielded tangible support for strengthening primary health services through the deployment of two community health cadres at Auxiliary Health Centers (Pustu) in Badung Regency.
Throughout the study and technical assistance period, the research team from PS MIKM/PS SKM FK Unud contributed to providing evidence-based policy support through several strategic activities:
- Readiness analysis for the implementation of Primary Care Integration (ILP).
- Social cost analysis of cadres as the basis for determining incentive amounts for Pustu Cadres, which was subsequently enacted through a Badung Regent Decree.
- Organization of a Policy Forum in partnership with HSI to strengthen coordination and achieve consensus among stakeholders regarding funding sources for health cadre incentives.
Although the support program from HSI has concluded, ongoing collaboration among universities, local governments, and various stakeholders is expected to continue sustainably to strengthen the primary healthcare system in Indonesia.
